Dear Editor: Update of the County’s General Plan - I understand that CCWD has become very philanthropic with the rate payer’s money. I think a "new" general plan is intended to improve, if not improve, at least take out some of the confusion, that now exists about zoning, traffic, public works, parks, subdivisions, low income housing, flood control, water conservation, etc. etc.
I also am led to understand that the revisions, hopefully, would be an improvement for all residents of the County, which is good thing. But with CCWD looking at some very large rate hikes for its water and sewer service in the districts it services and adding new obligations to home owners that use the sewer service, such as inspections of the lateral pipes that tie the house to the system, it seems to me CCWD’s rate payers are subsidizing the folks who are not using CCWD such as folks on wells & septic systems, or belong to other utility districts in the County. We keep being told the increases of our rates are needed to keep up with the costs to provide the existing service and for new customers coming on stream. So let’s get real, why on earth should one group get billed for something that will, supposedly, help everyone when they are being charged even more for what they have now? Al Duncan, Valley Springs
